제주 4•3 70 주년 기념 네트워크 프로젝트 잠들지 않는 남도: 1948, 27719, 1457, 14028, 2018

Sleepless Namdo is a collaborative project of six art institutions and art galleries in Seoul to commemorate the 70th Anniversary of Jeju April 3rd Uprising and Massacre. 33 artists and 7 curators focus to bring awareness to the atrocities of April 3rd, 1948, when the protest began against the first election after becoming independent from Japan which would only take place in South Korea and initiate the separate two countries in the peninsula. These exhibitions are being held analogous to the Jeju April 3rd Art Festival.

Since 1994 Jeju Island artists and artisans created the Jeju April 3rd Art Festival with Tamra Art Association to memorialize the families who lost loved ones and to expose a hushed tragic historical moment during a chaotic time in Korean history. It was the beginning of the Cold War, communism was a threat and Korea was under the United States military rule. The islanders of Jeju wanted a unified Korea and opposed the upcoming election on May 10, 1948 which would be only for South Korea and symbolize the beginning of two countries and the protests began in 1947 and on April 3, 1948 the residents of Jeju Island came forth to denounce the suppression and wanted freedom speech this organized protestation continued till 1954. 30,000 people (10% of the population of Jeju island at the time) were killed and 107 villages were burned into ashes. It was the largest massacre of Korean modern history except the Korean War. There are many campaigns seeking apologies and acknowledgement from the United States and South Korean governments for the roles they have participated in. Until then the creative communities will be the advocates for the innocent lives that were destroyed and forgotten.

The exhibition continues with seminars at Alternative Space Loop, 1948, 27719, 1457, 14028, 2018 will recall Jeju April 3rd as a resistance against the oppression and unjust violence. It is an event that re-establishes the critical will of the participants which has been ignored by the extreme right and anti-communists in the past 7 decades.

루프에서는 제주도립미술관과 서울의 5개 공간이 함께 ‹제주4.3 70주년 네트워크 프로젝트: 잠들지 않는 남도›를 진행 중이다. 루프 전시의 제목 ‹1948, 27719, 1457, 14028, 2018›은 지난 70년간 극적으로 바뀌어온 정부의 제주4.3 사망자수에서 가져왔다. 1950년 4월 김용하 제주도지사는 사망자수가 27,719명이라 발표한다. 이는 1960년 6월 6일 자진 신고를 바탕으로 한 국회 기록에서 1,457명으로 크게 축소된다. 40년 후, 2000년 김대중 정권이 만든 제주4.3 자료집은 유족신고를 바탕으로 사망자 수를 14,028명으로 기록하고 있다.

제주4.3의 사망자 수는 현대사에서 줄곧 은폐, 축소되어 왔다. 생존자와 유족들 역시 옛 연좌제에 기인한 공포와 피해의식에서 자유롭지 못하다. 사망자 수 문제의 어려움은 제주4.3의 역사적 의미를 정리하는 일로도 고스란히 이어진다. 공산주의자들의 선동과 조종에 의한 사건이라는 극우적 왜곡은 여전하다. 그러나 그에 대응하는, ‘순진하고 죄없는 양민 학살’이라는 견해 역시 온전하진 않다. 희생자와 참여 당사자의 주체적 면모와 저항적 의미를 생략하기 때문이다. 해방 후 신탁통치 반대와 미군정에 대한 반감으로 제주에서는 일련의 투쟁이 있었다. 1947년 3.1절 제주에서 일어난 경찰의 발포사건에 기인한 민관 총파업, 1948년 남북한 분단에 반대하는 5.10선거 거부는 남한에서 거의 유일하다. 그런 맥락에서 제주4.3의 참여자들을 단순히 순진한(무지한) 양민으로만 보는 건 의도와 무관하게 참여자들에 대한 모욕일 수 있다.

‹잠들지 않는 남도: 1948, 27719, 1457, 14028, 2018›은 1994년 탐라미술인협회의 출범과 함께 시작한 4.3미술제의 예술적 실천들을 소개한다. 4.3미술제는 제주4.3을 매해 환기시키며 희생자 추모를 위한 제의적 역할을 해왔다. 이는 제주4.3을 억압하고 삭제하려는 국가에 저항하는 제주 예술인들의 25년에 걸친 지난한 실천의 기록이기도 하다. 그들은 ’4.3예술’이라는 고유한 미학적 성취를 구축했다.

정용성의‹멜젓처럼(2008)›은 폭 12미터의 대작으로, 이 작업을 실제로 본 사람보다 들은 사람이 더 많은 ‘전설 같은’ 작업이다. 멜젓(멸치젓갈)처럼 되는대로 포개지고 엎어진 시체들을 수묵으로 그리고 뼈의 형태처럼 표면을 뜯어낸 후 그 위에 먹물 스프레이를 뿌렸다. 강정효의‹말없는 증언(2017)›은 제주 곳곳에 남아있는 팽나무를 기록한 연작이다. 제주에서는 ‘폭낭(팽나무)’ 아래 돌을 쌓아 대를 만들었는데 이는 마을 주민들이 모이는 휴식 공간이자 광장이 되었다. 제주4.3 당시 마을 전체가 소실된 이후 70년간 홀로 남겨진 폭낭들을 흑백의 스트레이트 사진으로 촬영했다. 김영훈의 ‹군중(2002)›은 전형적인 제주인의 얼굴 생김을 테라코타로 만들었다. 눈을 감은 자그마한 얼굴들은 불에 그을인 채 바닥에서 조금 솟아 있다. 유일한 비-제주 작가인 유비호의‹나의 뫼르소›는 제주4.3을 한국 현대사의 보편적 문제로 확장한다. 고려장을 연상시키듯, 어머니를 업고 산길을 올라가는 아들의 뒷모습을 담은 3채널 영상 프로젝션이다. 국가 권력에 의해 가족을 잃은 이들의 아픔과 함께 국가라는 인간이 만든 사회 제도에 대해 비판적으로 사유할 것을 요청한다.

제주4.3이라는 아직 성격 규정 조차 제대로 되지 않은 현재 진행적인 사건에 대한 전시를 기획하기에, 큐레이터로서 많은 고민이 있었다. 이 전시에는 두 개의 존경이 있다. 지난 25년간 제주4.3을 알리기 위해 어려운 상황에서 싸워 온 제주 예술인들에 대한 존경과, 앞서 말한 양쪽에서 대상화 되고 있는 제주4.3 당사자에 대한 존경이다. 전자는 전시로, 후자는 연계 세미나로 구성된다. 인간의 보편적 해방에 대해 다시 생각하는 기회가 되길 희망한다.
